The project was developed in a joint effort of all partners. Bilateral meetings between partners took place at Leipzig (LP, PP 2, 3 & 6 on 28 Feb 2008) and Pilsen (PP 2, 4 & 9 on 13 March 2008) and during meetings of EUROCITIES' Culture Forum (e.g. Lyon, 6 & 7 March 2008). Furthermore, intensive debate about the project draft took place by email and phone.
Following the project's rejection in the first call of the Central Europe programme, further meetings of EUROCITIES' Culture Forum (e.g. Beyoglu, Istanbul, 17 & 18 October 2008) were used to discuss possible improvements. PP 2 discussed the project with the JTS in a visit to Vienna on 3 December 2008. For the resubmission of CREATIVE CITIES, the partnership, the budget and the methodology were modified to take all received suggestions into account.
