The result of the project was a set of guidelines and recommendations for other cities interested in replicating the approaches taken by the project and promoting their creative industry potentials.


Whereas the elaboration and testing of transnational cluster marketing tools acted as planning instruments as basis for investments to be financed through other sources, further results included a Joint Action Plan for the promotion of creative industries, a contribution to the Green Paper on Cultural and Creative Industries, institutionalised clusters and durable transnational networks, qualified cluster contact points, tested and endorsed cluster marketing programs, a transnational study on urban location factors of creative industry enterprises and recommendations for other cities on “creative” district development.

Before starting to elaborate and implement approaches in the promotion of creative industries, it was necessary for the project partners to gain better knowledge about the sector’s status quo. To that aim, the Creative Cities partners developed a joint methodology to carry out a SWOT analysis for each of the five partner cities’ creative industry sector. The completion of the research represented the achievement of the project’s first milestone.

Aiming to establish a transnational network of creative industry clusters of major Central European cities, CREATIVE CITIES contributed to the achievement of the objectives related to the chosen priority (Enhancing Competitiveness and Attractiveness of Cities and Regions) also by promoting internal integration through a Joint Action Plan (JAP).

 

The Joint Action Plan for the promotion of creative industry clusters represented an important milestone for the project partners. It was the result of numerous discussions with Cluster Work Groups of all regions and addresses the results of the SWOT.


The plan outlines:

 

- how public policies should be improved,
- how the cooperation to businesses of other economic sectors can be strengthened and cooperation potentials exploited,
- what actions should be taken to improve human skills and how support to entrepreneurs and start-ups can be optimised,
- which joint marketing and dissemination activities should be realised,
- how transnational cooperation potentials can be better exploited.

 

Within the developed plan, the following 5 areas relevant to the emergence and development of the cluster were isolated and described: Networking, Education and Employment, Transfer of Knowledge, Marketing, Infrastructure and Financial Support. In each of these areas, the transnational activities were proposed. They are recommended for other cities interested in replicating the approaches taken by the project while promoting their creative industry potentials.

Moreover, in a parallel process to elaborate a Joint Action Plan on European level, further actions were defined that were implemented in transnational partnerships on local levels. The Local Implementation Plans also consist of five pillars of activities. In each pillar, actions have been defined that were anticipated to lead to a target state that had been defined as strategic objective. The information given for each action includes the steps towards their achievement, its target groups, its schedule, how responsibilities are assigned, which budget lines from the Creative Cities project are going to be used, and who can be addressed by anybody seeking further information.

Among different activities within the “Creative Cities” project was the establishment of creative industry cluster contact points in all partner cities that promote capacity building in the sector and transnational networking between cluster members.

“Creative Cities” project has elaborated common conclusions and recommendations in terms of developing a creative district. The development of a creative district has been based on the transnational study in which creative industries had been researched in relation to urban development matters. Later partner cities selected a potential creative district at the local level, and started with the activities that would promote the creative regeneration of a chosen district. The approach has mainly been focused on matching topdown planning level approach  and bottom up initiatives.  Afterwards project partners shifted back to the transnational level, and joint their experiences into guidelines on development of a creative district. that could be used for other European cities.

The guidelines for a "creative" district development include the learning from the transnational study investigating spatial location factors of creative industry entrepreneurs and identified location incentives that are of high value for other European cities. The guidelines furthermore show how CREATIVE CITIES partner cities have prepared their implementation through the elaboration of development visions and applications for different funding programmes. The guidelines address policy-makers in urban development in European cities. It is expected that the guidelines are contributing that other local public authorities commence similar processes to improve their planning instruments to exploit the potentials of creative industries in the development of under-privileged urban districts. Furthermore, they contributed to an improvement of the effectiveness of financial interventions, including those provided by ERDF programmes.

“Creative Cities” project partners have launched their local tactical promotion strategies. Five different approaches for a common goal. After studying the potential and the benefits that the development of Creative Industries can give, at economic and social level, and after analysing the starting point of each cities, five Tactical Promotion Strategies were accomplished. The marketing programmes were revised according to Joint Response Analysis. With help of a response analysis, the impact of the promotional activities was evaluated to improve and revise tactical promotion strategies.
